The Vice Minister for Foreign Affairs clearly disliked the words "international tribunal" and so lir. Dooman said that it would of course be an advisory committee functioning as an organ of the British Municipal Council. The Vice Minister for Foreign Affairs seemed to attach some importance to this explanation.

Dooman suggested that the Japanese would be quite content to have as members ordinary men with some legal or administra- tive experience, not necessarily judges. Perhaps you may see your way to giving instructions to His Majesty's Consul- General at Tientsin to approach his Japanese colleague with the suggestion regarding advisory committee.
